The perl in the official net release is maintained by Eric Fifer, who has long been the driving force getting perl to work with cygwin. I've only been acting as a packager/tester for the last year and a half; Eric's done the real work. So, you can be confident that, although this cygutils release of perl is longer supported, perl-on-cygwin is in good hands. Use the cygwin mailing list for questions and comments, and kudos to Eric for a great job. Also, if you have installed the official perl and want to remove the cygutils version from your system (as I have), then use the RemoveObsoletePackages tool here and the perl-5.6.0-cygwin1.1-list.tar.bz2 helper file on that page (only 16k download).
All tests successful, 4 tests and 100 subtests skipped. Files=236, Tests=11933, 178 wallclock secs (83.27 cusr + 53.55 csys = 136.82 CPU)However, he reported the following caveats:

I cheated a little bit. I copied cygwin1.dll into the <PERL-SRC>/t directory to avoid the op/taint errors. I do not recommend this for general installations.
