This tar file contains some newer dos binaries for rcs 5.5.

The binaries provided with the book have a permissions problem when
names are assigned using the 'rcs -n' option.  (The book tools leave
the rcs file read-only after a name assignment---which is the normal
thing to do---but the book checkout tool expects to find a writeable
file, so it chokes on the read-only files left behind by 'rcs -n'.)

The tools in this file do not have that problem.

The tar file also contains a dos batch file that demonstrates the
problem, kindly provided by Graham Hill (G.F.Hill@lut.ac.uk).
